Kelme scheint unsicher zu sein: (gegoogellt)
Quiles, pattern of White theKelme-Costa equipment, reached an agreement - at the moment verbal so that the Valencian defends these colors during 2004, with option to another year. Quiles and Casero were two hours and average negotiating, from the 9 in the morning, and arrived late, although on time, upon presentment of the Return. Nevertheless, far from being happy and relaxed, the pattern of the alicantino equipment it was worried because it knows that the UCI could leave him outside the First Division if today, or like very late tomorrow, it does not bring up to date in the payments the runners (some have denounced the non-payments) and presents/displays of once the banking endorsement that covers the next season. Saturday, day 20, the UCI will make official the list of the 30 equipment that will comprise of the First Division during 2004. The regulation demands to the equipment to have all the documentation in rule, in addition to the payments and endorsement, for the 15 of December, but although a slight delay he would be pardonable, more in an equipment with this history and this trajectory, if before the 20 the situation has not been regularized, the Kelme could remain outside the First Division and, therefore, also of the Tour and perhaps of Giro. He would be unforgivable.

Perhaps we should be a little slower in blaiming things on the "nasty" newspapers? AS has the story today too, with a few more details. Here is the gegooglete version:
Once again, Valencian theKelme-Comunidad equipment is in danger. If before the midnight of today he has not deposited in the UCI endorsement (25% of the annual total of the lists of the group) and he has not paid the delays of the wages of both last months, the dean of the world-wide squad will lose his seat of First Division. This reduction, among other things, would let to him without right to run the Tour, Giro and perhaps also the Return. In addition it would lose possibilities to enter the future League. The members of the UCI Alain Rumpf, president of the Professional Cycling Council, and Philippe Chevalier, coordinator of route, had Wednesday an heated discussion with the people in charge of the Kelme, Jose Quiles and Vicente Belda, to warn to them that this season is going to be inflexible with the terms. Denied request. I requested two to them or three days to more solve it, because in the organisms public the things go more slowly, but me denied them. I did not like that attitude, because the Kelme deserves credibility after taking 24 years in the cycling, Quiles said. The pattern of the Kelme, nevertheless, assured yesterday AS that endorsement and the payment of delays today will be solved. must worry, because Friday will be all ready east. After its warning I put the batteries and I was all Wednesday and Thursday doing managements, It added Pepe Quiles. In the worse one of the cases, if the Kelme did not manage to present/display all the documentation, the UCI could leave him outside the First Division. That would open a new term to him until the 15 of January to register in Second, but the Valencian equipment discards this option after taking 24 years elbowing itself with the great ones.

note: the UCI looks like the European Union:
"we make rules because we think we need rules - but we do not act accordingly if we want to do so"
